About EQAO Grade 3 Writing
The Primary Division writing assessment covers sentence writing, organisation, and the conventions of spelling, grammar and punctuation. The Education Quality and Accountability Office (EQAO) runs Ontario's provincial assessments.

No — the OSSLT is a separate literacy test taken in Grade 10 as a graduation requirement, scored as successful or not-yet-successful. The Grade 3 assessment is one of EQAO's early elementary assessments, reported on a Level 1–4 scale, and it isn't a graduation requirement.
